The Honourable Pennelope Beckles-Robinson
Minister of Planning and Development
Ms. Pennelope Beckles was elected to the House of Representatives as a Member of the 12th Republican Parliament in August of 2020. Prior to this, she most recently served as the Leader of Opposition Business in the Senate in the 10th Parliament between June 2010 and December 2013.
Ms. Beckles first entered Parliament in 1995 as an Opposition Senator. She then served as the representative for the constituency of Arima between 2000 and 2010. Ms. Beckles held various portfolios, having been Minister of Social Development, Minister of Culture and Tourism, as well as Minister of Public Utilities and the Environment.
A past student of St. Raphael’s Grade School and a graduate of St Joseph’s Convent, San Fernando, Ms. Beckles pursued her tertiary level education at the University of the West Indies, attending both the St. Augustine and Cave Hill campuses where she graduated with honours. She then moved on to the Hugh Wooding Law School where she obtained her L.E.C, Ms. Beckles is attached to the Chambers of Theodore R Guerra, S.C. & Associates.
Not only is Ms. Beckles a resident of Arima, but her deep involvement in two of the area’s community organizations, namely the Arima Foundation for the Advancement of Women and Children and the Santa Rosa Heights Community Group, exemplify her commitment to the future of her community.

Mr. Ronald Jackson
Head of Disaster Risk Reduction, Recovery and Resilience Building Team within the Crisis Bureau at the United Nations Development Programme
Mr. Ronald Jackson has over Twenty (23) years of experience in Disaster Risk Reduction, Recovery and Management. He is currently the Head of Disaster Risk Reduction, Recovery and Resilience Building Team within the Crisis Bureau at the United Nations Development Programme. While at UNDP he has led the efforts to strengthen the Programming and Practice Area for Disaster Risk Reduction leading to the articulation of UNDP’s Approach to Risk Informed Development, the Development of the Urban Risk and Resilience Building Initiative and the Preparedness Academy for National and Local Government Actors.
Ronald has served as the Executive Director of the Caribbean Disaster and Emergency Management Agency for seven (7) years where he led the framing of the 2014-2024 Comprehensive Disaster Management Strategy for CARICOM and the Development of the Caribbean Pathway for Resilience in 2018; He was instrumental in establishing the Regions First Caribbean Consortium for Multi-Hazard Early Warning Systems in 2019, The Establishment of the Regional Training Centre and the Caribbean Risk Information System in 2018 and 2019 respectively. He has also served as the Director General and Deputy Director General of the Office of Disaster Preparedness and Emergency Management (ODPEM) in Jamaica where he received a Certificate of Commendation from the Caribbean Community for his contribution to the rescue and recovery efforts in the aftermath of the January 2010 Haiti Earthquake.
Mr. Jackson holds a B.Sc. in Urban Planning from the University of Technology and is an Honorary Patron of the School of the Built Environment. He also holds an M.Sc. in Natural Resources Management from the University of the West Indies Mona, and a Master’s Certificate in Monitoring Evaluation and Reporting.

Regina Bakhteeva
Head of Trinidad and Tobago Satellite Office
Caribbean Multi-Country Office United Nations World Food Programme
Regina Bakhteeva assumed the position of the head of Trinidad and Tobago Satellite Office with the UN World Food Programme in the Caribbean region in 2022. In her previous assignment (2017 – 2021), Ms Bakhteeva served with the United Nations in Sudan where she led the emergency pillar of humanitarian response in WFP operations. During 2013 – 2017 Ms Bakhteeva worked with WFP team in Yemen. She started her career with WFP in Rome in external relations department in 2012.
Before moving to the UN, Ms Bakhteeva worked with the Australian Embassy in Moscow as a Research Officer on political and economic issues. A Russian national, Ms Bakhteeva has an academic background in international relations and diplomacy having earned her Master’s degree at the Moscow State Institute of International Relations (MGIMO University) in 2007.

Julie Kay Roberts, CEM, WOSB
President, JK Roberts, LLC, President Private Sector Emergency Management Association
Julie Kay Roberts is a strategic communications and emergency management veteran with two decades of experience in the public and private sector. After a decade of serving in state and federal government positions, Roberts returns to the private sector as President of JK Roberts, LLC, specializing in strategic planning, crisis communication, emergency management, media relations, and risk assessments with continuity planning. JK Roberts, LLC is an SBA designated Women-Owned Small Business (WOSB).
Building on the work from her time in state and federal government building private-public partnership programs, in late 2021, Ms. Roberts co-founded the Private Sector Emergency Management Association (PSEMA). PSEMA is the only national association for business and industry focused on preparing for disasters, providing resources during and after a crisis to aid in response and recovery. PSEMA provides business to business networking opportunities, resources for the business community, and activation of the network to respond when a disaster happens.
Roberts most recently served as the Deputy Chief of Staff and Director of Communications for the National Oceanic and Atmospheric Administration (NOAA) where she developed and implemented the agency’s strategic communication plans for on-going operational programs. Serving as a liaison between NOAA and the Department of Commerce senior leadership, she supported NOAA priorities and travel for senior leadership to NOAA facilities. Ms. Roberts developed a strategy for a public-private function within the Communications Office to build on existing relationships while expanding new partnerships.
Prior to NOAA, Ms. Roberts served as the External Affairs Director for the Florida Division of Emergency Management where she built a robust private-public partnership office. When the 2016 Pulse Nightclub mass shooting occurred the relationships cultivated with the private sector came together to support survivors and victims’ families. The best practices developed during the incident would go on to be used in other mass shooting events.
Ms. Roberts credits her success to the strong women in her life that positively influenced her personal and professionally. She is committed to supporting the next generation of women leaders by serving as an advisor to the Zeta Tau Alpha.
A native of Marshall, Texas, Ms. Roberts holds a Certificate in Emergency Management from the International Association of Emergency Managers. Furthering her professional experience, she completed the Center for Homeland and Domestic Security (CHDS) Executive Leadership Program at the Naval Post Graduate School, the FEMA Executive Leadership Program, and the National Preparedness Leadership Initiative (NPLI) through Harvard Kennedy School Center for Public Service.
Ms. Roberts earned her Bachelor of Arts degree in Communications and Political Science from East Texas Baptist University.

Nigel Baker
Team Coordinator of the Florida South Regional Type III All-Hazards Incident Management Team
Nigel retired as a Division Chief from Palm Beach County Fire-Rescue after 31 years of service. He has been involved in the Emergency Services and the Emergency Management industry around the United States for the past 40 years. He has years of experience in the hospital, ambulance, fire service, forest service, and private industries.
Nigel has a Masters Degree in Public Administration; a Bachelor of Science in Fire and Emergency Services Management; a degree in Emergency Medical Services
Management, a degree in Fire Science, and was a participant in the United States Fire Administration's four-year Executive Fire Officer Program (EFOP).
As a Division Chief, Nigel was responsible for Emergency Management, Homeland Security, the Palm Beach County Emergency Operations Center as Emergency Services Branch Director, and
the Florida Southeast Fusion Center Fire Recue Liaison. With dozens of local, state, national, and international deployments under his belt, Nigel currently functions as Team Coordinator of the Florida South Regional Type III All-Hazards Incident Management Team, on the Command and General Staff for the Florida Forest Service Type I Interagency Incident Management -Blue Team, and on Florida Task Force II, a Type 1 federal Urban Search & Rescue Team.

Major General (Retired) Rodney Smart
Chief Executive Officer (CEO)

Major General (Retired) Rodney Smart is the Chief Executive Officer (CEO) of the Office of Disaster Preparedness and Management (ODPM), the national disaster management coordinating agency for Trinidad and Tobago. In this position, he is responsible for strengthening Trinidad and Tobago’s readiness and resilience against disaster and climate related risks.
Prior to joining the ODPM, Major General Smart served as the Chief of Defence Staff (CDS) of the Trinidad and Tobago Defence Force, where he also held various other strategic level positions including commanding the Trinidad and Tobago Regiment. During his time in the Force, he participated in Humanitarian Assistance and Disaster Relief Operations in Grenada and Jamaica, and represented his nation in Peacekeeping Operations in Haiti.

Jerry's professional journey in disaster management began with his tenure as a Field Officer at the Ministry of Local Government's Disaster Management Unit. Here, he honed his skills in assessing damage, coordinating relief efforts, and conducting community preparedness programs. His dedication and expertise led him to assume the role of Disaster Management Coordinator at the Diego Martin Regional Corporation, where he played a pivotal role in developing emergency response teams, managing shelters, and overseeing disaster recovery efforts.
In 2018, Jerry's career trajectory reached new heights when he was appointed as the Senior Disaster Management Coordinator at the Ministry of Local Government. In this capacity, he spearheaded the establishment of an Emergency Operations Centre (EOC) and implemented comprehensive training programs for staff and volunteers. Jerry's leadership was instrumental in coordinating disaster response efforts across 14 Municipal Corporations, ensuring timely and effective support for communities impacted by various hazards.
Beyond his professional endeavours, Jerry is deeply committed to community development and social welfare. His involvement in initiatives such as the Marabella Family Crisis Centre underscores his dedication to supporting vulnerable populations and promoting social cohesion. Allan N. Stewart
Director at the Tobago Emergency Management Agency (TEMA)
Mr. Allan N. Stewart currently holds the esteemed position of Director at the Tobago Emergency Management Agency (TEMA), a Diamond Standard-certified organization at the forefront of emergency management in Tobago. Mr. Stewart's journey within the field of disaster management began in 1999 when he assumed the role of Assistant Coordinator and Operations Chief at the National Emergency Management Agency (NEMA), now known as TEMA. With more than two decades of dedicated service, Mr. Stewart possesses a wealth of knowledge and expertise in disaster management and coordination.
Devoted to the cause of emergency management, Mr. Stewart stands as a staunch advocate for the development and implementation of comprehensive disaster management plans, policies, and a robust integrated approach to disaster planning and response. His extensive training spans critical areas of disaster management, encompassing the Incident Command System, Mass Casualty Management, Emergency Information Management, Radio Communication, Security Protocols, Commodity Identification Training, and the effective management of an Emergency Operation Centre (EOC).
Mr. Stewart's impact in the realm of emergency management and disaster risk reduction is undeniable. He has spearheaded numerous pioneering initiatives, including the CERT 1000 Volunteer Program, CERT PRO-Tobago, the establishment of a Special Needs Registry for the island of Tobago, the creation of the Disaster App- Virtual Vision, and the installation of Early Warning Systems on the island of Tobago. Additionally, his efforts have forged strong partnerships with esteemed international entities, including the United States, Canadian and Japanese Embassies.

Dr Ilias Papadopoulos holds the position of Research Fellow in Engineering Seismology at The University of West Indies. Seismic Research Centre in St. Augustine since November 2015. He holds a BS in Physics (1999) from University of Ioannina, Greece and a M.Sc. in Geophysics from Aristotle University of Thessaloniki, Greece (2002). He has a PhD from Aristotle University of Thessaloniki in Geophysics and Engineering Seismology (2013). He has worked as a young researcher at the Aristotle University of Thessaloniki (2000-2004) and has been a lecturer at the Technological Institute of Crete (2004-2010).
In 2010 he received tenure in the field of Geophysics and Natural hazards at the T.E.I. of Crete, Department of Environmental Engineering & Resources. His expertise and research focus in Applied Geophysics (electric methods, seismic methods, electromagnetic methods, ambient noise methods) and Seismology (seismic signal, seismological networks, seismological stations). He is the author or co-author of more than 15 papers in international journals and conference proceedings with referees.

Anish Bachu
Information and Communication Technology (ICT) Specialist
Mr. Anish Bachu is an Information and Communication Technology (ICT) Specialist attached to the Trinidad and Tobago Cyber Security Incident Response Team (TT-CSIRT) under the Ministry of National Security for almost 5 years. He is the team lead for CSIRT operations and his duties range from incident response, vulnerability and cyber threat monitoring at a national level and cyber security assessments of government systems and infrastructure.
Anish has served as the technical security lead for numerous projects across the Government of the Republic of Trinidad and Tobago including the national cyber risk assessment 2021/2022 project and the development of an information sharing and analysis center (ISAC) for bank and nonbank financial institutions in Trinidad and Tobago.
Anish graduated from St. John’s University in New York with a BSc in Cyber Security Systems and a Masters of Business Administration in Information Systems and Decision Science. He is also a member of the Cyber Security Industry Advisory Board at St. John’s for their BSc and MSc programs.

Ashraf Ali
Assistant Superintendent
Trinidad & Tobago Police Service (TTPS)
Ashraf Ali has 27 years as a career Law Enforcement Officer with the Trinidad and Tobago Police Service. He currently holds the substantive rank as Inspector of Police but acting as an Assistant Superintended of Police for last 2years. Ashraf was instrumental in the establishing the Trinidad and Tobago Police Service Operations Command Centre ( TTPS OCC) which he was a part of since 2016 and which he eventually became the head and finally left in 2020.
During those years he would have utilised his experience and specialize skills to help develop several policies for the Trinidad and Tobago Police Service as it relates to Critical Incident, Event and Disaster Management. Ashraf have represented the TTPS on several committees both internal and external such as the inter-ministerial committee for National Disaster Risk Reduction (NDRR) chaired by the Office of Disaster Preparedness and Management (ODPM) as well as several committees for major events in Trinidad and Tobago where the TTPS is responsible for Public Safety and Security, such as Carnival, Independence, Carifesta, FIFA World Cup, Official Opening of the Brian Lara Cricket Academy, Caribbean T20 Premier League.
Ashraf would have utilised his experience and professional expertise which was gained and assisted in the development of the Public Safety and Security Plan for the Brian Lara Cricket Academy during the hosting of the Official Opening of the Brian Lara Cricket Academy and Caribbean T20 Premier League which included the Traffic Management Plan that is currently being used today.
Ashraf has a Bachelor of Science in Security Administration and Management, Associate in Applied Science Degree in Occupational Health and Safety as well as Environmental Technology. He is the only TTPS Officer that is part of the Trinidad and Tobago National Team trained and Certified by the Pan American Health Organization ( PAHO) and World Health Organization (WHO) as Mass Casualty Management Associate Instructors. Ashraf is also trained in Incident Command (FEMA) in ICS 100, 200, 300, 400, and Homeland Security Exercise and Evaluation Program (HSEEP).
Ashraf would have conducted several training and lectures with the team in Trinidad and Tobago in collaboration with the Ministry of Health.

Major Anthony Douglas Booker

Major Anthony Douglas Booker enlisted into the Trinidad and Tobago Defence Force (Regiment) on 05th Apr 2003. Post completion of the Basic Officers’ Training Course (BOTC) 0301, conducted at the Support and Service Battalion (SSB), Trinidad and Tobago Regiment, Major Booker was granted a Presidential Commission as an Officer in the Trinidad and Tobago Defence Force, Regiment, on 05th April, 2004.
After graduating from BOTC, then 0170 Second Lieutenant Booker was posted to the First Infantry Battalion as a Platoon Commander, Nine Platoon, Charlie Company. In 2006, he attended the Special Operations Commander Course (China). He returned to the First Infantry Battalion, where he operated as an Infantry Commander, specialising in Special Operations and Joint Operations with the Trinidad and Tobago Police Service. Two (2) years later, he was appointed the Quartermaster (S4) of the First Infantry Battalion. During the years 2007/2008, then Lieutenant Booker was appointed the Logistics Officer for the Caribbean Disaster Emergency Response Unit. In 2009, he was appointed the G4 of the Trinidad and Tobago Regiment, thereafter being seconded to the National Secretariat for the Fifth Summit of the Americas (V-SOA) and Commonwealth Heads of Government Meeting (CHOGM), as the Airports Officer.
At the end of the two summits, then Lieutenant Booker, returned to the First Infantry Battalion and was appointed the Officer Commanding the Headquarters Company. He was promoted to the rank of Captain in 2010. In 2011, he was transferred to the Support and Service Battalion, where he was appointed, Officer Commanding the Supply and Transport Company and Quartermaster of the Trinidad and Tobago Regiment. In September 2017, then Captain Booker was appointed the HA/DR Logistics Coordinator for the Humanitarian Aid/Disaster Relief Supplies/Stores Collection Center, managed by the Trinidad and Tobago Defence Force, set up in the wake of Hurricane Maria. Here he managed all stores collected or delivered locally, for onward transition through the Piarco International Airport or the Port of Port of Spain.
In 2018, Captain Booker was nominated to attend the Caribbean Junior Command and Staff Course, which he successfully completed and awarded the symbol pjsc (passed junior staff course). Upon his return to the country, he was appointed the Logistics Operations Officer of the Trinidad and Tobago Regiment. He was then appointed the Officer Commanding the Headquarters Company of the Support and Service Battalion. In October 2019, then Captain Booker was appointed the Battalion Second in Command of the Support and Service Battalion. In December 2021, Captain Anthony Booker was promoted to the substantive rank of Major, effective April 2018. In July 2022, Major AD Booker was appointed the Staff Officer, Finance, of the Trinidad and Tobago Regiment, responsible for advising senior command on matters of finance and procurement. In this regard, Major Booker opted to pursue a Master of Business Administration in Logistics and Supply Chain Management, which he successfully completed in 2023.
Over his years in the military, Major Booker has been trained as a Platoon Commander, a Special Operations Commander, a Logistics Specialist, a Company Commander, and a Disaster Relief/Humanitarian Assistance Logistics Specialist. He has had detailed exposure, experience and training in Human Resource Management and conflict resolution. Copies of his various certificates are attached for review.

In September 2017, then Captain Booker was appointed the HA/DR Logistics Coordinator for the Humanitarian Aid/Disaster Relief Supplies/Stores Collection Center, managed by the Trinidad and Tobago Defence Force, set up in the wake of Hurricane Maria. Here he managed all stores collected or delivered locally, for onward transition through the Piarco International Airport or the Port of Port of Spain.
In 2018, Captain Booker was nominated to attend the Caribbean Junior Command and Staff Course, which he successfully completed and awarded the symbol pjsc (passed junior staff course). Upon his return to the country, he was appointed the Logistics Operations Officer of the Trinidad and Tobago Regiment. He was then appointed the Officer Commanding the Headquarters Company of the Support and Service Battalion. In October 2019, then Captain Booker was appointed the Battalion Second in Command of the Support and Service Battalion. In December 2021, Captain Anthony Booker was promoted to the substantive rank of Major, effective April 2018. In July 2022, Major AD Booker was appointed the Staff Officer, Finance, of the Trinidad and Tobago Regiment, responsible for advising senior command on matters of finance and procurement. In this regard, Major Booker opted to pursue a Master of Business Administration in Logistics and Supply Chain Management, which he successfully completed in 2023.
Over his years in the military, Major Booker has been trained as a Platoon Commander, a Special Operations Commander, a Logistics Specialist, a Company Commander, and a Disaster Relief/Humanitarian Assistance Logistics Specialist. He has had detailed exposure, experience and training in Human Resource Management and conflict resolution. Copies of his various certificates are attached for review.

Mr. Ravindranath Goswami currently holds the position of Director – Region 9 at REACT International, Inc., a voluntary non-profit, emergency-oriented organization, headquartered in Glendale, California, with the motto “Public Service Through Communications”.
Robby, as he is known to most, has been a REACTer for over 40 years, having joined the organization as a youth member of Junior REACT. He has held several administrative positions in the REACT Team which he is a member of, as well as being the immediate past President of the REACT Trinidad and Tobago Council.
He is an amateur radio enthusiast, with licenses to operate in Trinidad and Tobago, St. Lucia, and the United States. He currently serves as the Assistant Secretary of the Trinidad and Tobago Amateur Radio Society (TTARS). He is a member of several international radio communications organizations and ham radio clubs including ARRL, RSGB, AMSAT, WARA, and OARC. Robby is an authorized amateur radio instructor and volunteer examiner. His YouTube channel, @9Y4R, contains training videos on preparing to take the FCC licensing exams. Robby is also a member of the Emergency Management Association of Trinidad and Tobago (EMATT).
Professionally, Robby is currently the Manager – Information Resources at The Power Generation Company of Trinidad and Tobago Ltd. (PowerGen). He is also a member of several professional organizations including the Association for Computing Machinery (ACM), and the Institute of Electrical and Electronics Engineers (IEEE). His interests are multi-disciplinary and key areas of research include ICT, cybersecurity, strategy, leadership, business continuity, disaster risk reduction, ESG, and corporate governance.

Jamal Legen
Entrepreneur and Advocate for the differently-abled
Mr Jamal Legen is a proud member of the Deaf and Hard of Hearing Community. Born with typical Hearing, he contracted Meningitis at the age of 6, which resulted in severe to profound hearing loss and temporary mobility impairment.
Mr Legen is a sign language tutor for over 10 years, and has worked with both State and corporate entities in creating spaces that are more inclusive. He collaborated with the Disaster Management Unit of the Tunapuna/Piarco Regional Corporation in 2016 to produce videos in Sign Language on preparing for and how to keep oneself safe during different types of Natural Disasters, and provided volunteer Sign Language Services at the ODPM during Tropical Storm Bret in 2017.
Mr. Legen holds a Diploma in Agriculture from the University of Trinidad and Tobago and is committed to working with groups to create opportunities for development for Persons living with Disabilities. He is a founding member of two (2) Deaf Led organisations and T.E.A.M Legendary Inclusive Concepts, a company dedicated to promoting inclusion in all public spaces.

Kenneth Suratt
Born with congenital cataracts, I overcame visual challenges to excel in education and become a tireless advocate for the print disabled. My work with the Trinidad and Tobago Blind Welfare Association (TTBWA) led to accessible currency design and copyright law amendments. As Executive Officer of the TTBWA, I champion rights for the blind community. Driven by the motto "Strive for win-win situations with the end in mind," I also find joy in music as a guitarist, singer, and songwriter.
